SNP WELCOME ISLANDS RENEWABLES REPORT
SNP parliamentarians representing the Western Isles have today [Wednesday] welcomed a report on renewable energy generation in the islands published jointly by the Scottish and Westminster Governments.
The report was guided by a Steering Group set up at the behest of Scottish Energy Minister Fergus Ewing, and highlights the huge renewable energy resource on the islands, the need to provide incentives to release the potential of that resource, and the jobs that can be created via renewable generation on the islands.
Commenting Na h-Eileanan an Iar MP, Angus MacNeil, said:
"This in-depth report proves what we on the islands already knew – that there is a huge renewable energy resource here that the market has so far failed to release the potential of.
"This report sets out the sort of incentive required to harness the renewables of the islands and pitches the level of incentive between that provided for onshore wind and offshore wind – illustrating that island renewables are competitive with other forms of energy generation, that the incentives required are perfectly achievable, and are – for example – far less than that required for wave or tidal.
"Future opportunities for renewable generation on the islands – developed in co-operation with, and with the agreement of island communities – are to be welcomed."
Na h-Eileanan an Iar MSP, Alasdair Allan, said:
"It is only fair that the part of Scotland with the greatest potential for renewable energy generation has a fair incentive in place in order to release that potential.
"With both the Scottish and UK Governments backing this report, it is a major step forward to harnessing our energy potential in the islands and creating much needed local jobs in the process. I now look forward to all of the interested parties, including the energy companies themselves, working to ensure that we get clear proposals for action on the way ahead.
"I also welcome the indication of the economic opportunities available – with the report detailing thousands of jobs which can be created in the islands in the years ahead. It is essential that we secure this opportunity."

ALLAN CHAIRS ISLANDS FEDERATION MEETING AT HOLYROOD
Na h-Eileanan an Iar SNP MSP, Alasdair Allan, has chaired what he hopes will be the first in a series between island residents and MSPs at Holyrood.
Welcoming representatives of the Scottish Islands Federation Dr Allan said that the group had the potential to act as a useful reminder to parliament of the distinctive needs Scotland’s islands have.
Alasdair Allan commented:
"It was good to meet a group of people who travelled from different corners of Scotland’s island communities to be in the Scottish Parliament this week.
"Between us around the table there were visitors from Eigg, Luing, Cumbrae and Arran. Once MSPs were added into the mix we had constituency MSPs present from the Western Isles, the Argyll Islands and Skye, plus list MSPs representing all of Scotland’s islands.
"Issues raised at this initial meeting were as varied as crofting transport and economic development and we agreed that the Federation should now come forward with a list of specific issues on which it can make representations on an on-going basis.
"Rarely is it possible to get such a diverse group of islanders together in Holyrood, and I believe that this group has a valuable role to play in future."

ALLAN WELCOMES PAPER OUTLINING OPPORTUNITY TO LOWER ENERGY BILLS FOR INDEPENDENT SCOTLAND
SNP MSP for Na h-Eileanan an Iar, Alasdair Allan, has welcomed academic research which has demonstrated the opportunities that an independent Scottish Government would have to lower consumer energy bills. He said the issue was particularly relevant in the Western Isles, given its ongoing problem of fuel poverty. The paper published for the David Hume Institute outlines the opportunity that an independent Scotland would have to use money generated from the EU Emissions Trading Scheme to fund energy efficiency measures.
The paper’s authors make clear that "recycling the EU Emissions Trading Scheme levy towards energy efficiency would provide significant resource to deliver energy efficiency programmes. Adopting this approach would allow government to direct such programmes much more clearly, while at the same time using a funding stream which would allow [Energy Company Obligation] to be reduced or eliminated, so reducing bills." The document also confirms that the rest of the UK would still need low-carbon electricity purchased from Scotland after independence, stating that "the ‘rest of the UK’ would still be required to meet EU climate change targets which would, in turn, require electricity from low carbon sources to be purchased from other countries should Scotland become independent."
Alasdair Allan commented: "This paper is an important contribution to the independence debate and clearly sets out the substantial opportunities that an independent Scotland would have for a new approach on energy. It is also very interesting from an island point of view. "By taking the steps that Westminster will not, we would have the opportunity to reduce consumer energy bills while supporting energy efficiency measures. This particularly important in the Western Isles, an area with some of the highest fuel poverty in the UK. This research clearly demonstrates that following independence we would finally have the opportunity and the powers to do something about this situation. "The coming referendum is all about the opportunities that having the powers to make our own choices will give us and this paper provides clear examples of the kind of steps an independent Scotland could take to help hard-pressed energy consumers. "It is only with a Yes vote in September 2014 that the chance to take full advantage of these energy opportunities will come into the hands of people in Scotland."

ISLAND PARLIAMENTARIANS WELCOME PROTECTED STATUS FOR STORNOWAY BLACK PUDDING
Na h-Eileanan an Iar SNP MSP, Alasdair Allan, and MP, Angus MacNeil, have welcomed a decision finally to protect in law the definition of Stornoway black pudding, so that black pudding from elsewhere can't be sold under this name.
Alasdair Allan MSP commented:
"It's good to see this long campaign reach a conclusion. The marag deserves to be protected from imitators, and hopefully this will help boost the sales of this fine product around the world in the future.
"Well done to local butchers and producers for taking this stand."
Angus MacNeil MP said:
"Stornoway black pudding is worthy of being awarded protected status it is highly regarded throughout the country.
"It is very tasty, rich in iron, and I often enjoy eating Stornoway black pudding.
"I am delighted for the butchers in Stornoway that their product has now been protected."

ALLAN WELCOMES JUSTICE SECRETARY’S ACCEPTANCE OF SOUTH LOCHS INVITATION
Kenny Macaskill to give prestigious Angus Macleod Memorial Lecture
MSP for Na h-Eileanan an Iar, Alasdair Allan, has welcomed the announcement this week that Justice Secretary Kenny MacAskill
has accepted an invitation to give this year’s Angus Macleod Memorial Lecture in Gravir, Isle of Lewis.
Kenny Macaskill will be the tenth in a series of speakers to mark the contribution of the late Angus "Ease" Macleod, who did so much
to promote both the culture and wider interests of the South Lochs area.
Alasdair Allan commented:
"Kenny Macaskill has strong family connections with South Lochs, and will, I know, be able to bring an insight into both local and
national issues to bear when he speaks on his chosen subject of "Opportunities of independence for island communities".
I look forward to being at the lecture, which will be held in Pairc School, on the evening of Friday 25th October.
"Angus Macleod did much to document the life and history of his community, and also to encourage debate on wider issues,
and I know that Kenny feels greatly honoured to be asked to take part in this popular event."

ALLAN SPEAKS TO ENERGY MINISTER ON INTERCONNECTOR ISSUE
Na h-Eileanan an Iar SNP MSP, Alasdair Allan, last night spoke to Scotland's Energy Minister, Fergus Ewing, about the urgent need for further progress from the UK authorities to ensure an interconnector to connect Western Isles renewables projects to the national grid.
Alasdair Allan commented:
"I emphasised to Fergus Ewing last night that the community in the islands are anxious for further progress towards an interconnector.
"Many of the issues are of course still in the hands of the UK Government, and talks are currently underway between the Scottish and UK Governments on these. One of the key questions is the level of Renewables Obligations Certificates (ROCS) subsidy available to island-based renewables projects.
"I made the case that the subsidy regime has to reflect the fact that costs for island-based renewables are to some extent more like those associated with offshore windfarms. This should be recognised in support available.
"Likewise, the transmission charges which island renewables projects face continue to be higher than mainland projects, and this needs to be addressed.
"I have written to the Comhairle to seek to meet them around this issue to pursue these issues further together as talks near a conclusion. Clearly the islands have some of the biggest renewables resource anywhere in Europe and it is only fair that conditions exist for this resource to be made use of."

ALLAN CAMPAIGNS FOR MS SERVICES
Na h-Eileanan an Iar SNP MSP, Alasdair Allan,has pledged to help ensure that all people living with MS in Scotland have access to the right treatment, care and support, regardless of where they live.
This comes as the largest ever survey of people with MS showed that not everyone living with MS in Scotland was able to access the health and social care services, support and MS treatments they needed.
On Wednesday 1st May the MS Society showcased the results from their report, A Lottery of Treatment and Care,during their reception in the Garden Lobby of the Scottish Parliament.
Alasdair Allan commented: "I’m pleased to be able to show my support for this important campaign. This is particularly interesting for the Western Isles given that we have some of the highest rates of MS in the UK and, given a strong campaign by local MS sufferers, we now have an MS specialist nurse.
"Everyone should be able to get the treatment, services and support they need. I will continue to work with my constituents, fellow MSPs and organisations to drive this campaign forward".
Christine Carlin, MS Society Director for Scotland said, "There are over 10,500 people living with MS in Scotland and it is essential that these people can access the right treatments, services and support in order to manage their condition. We have been delighted by the support we have received from MSPs throughout MS Week and at our reception. By working together we can stop the MS Lottery."

ALLAN COMMENTS ON REPORT ON IMPACT OF FERRY FARES ON COMMERCIAL VEHICLES
Na h-Eileanan an Iar SNP MSP, Alasdair Allan, has responded to the release by the Transport Minister, Keith Brown, today of the independent report into the impact of ferry fares for large commercial vehicles in the Western Isles.
Alasdair Allan commented:
"I welcome the fact that the Government has carried out this independent research into what has been a contentious debate.
"The report identifies that the Scottish Government is spending a third of a billion pounds on supporting Scotland’s ferry services over the financial years 2012/13 and 2013/14. This is at a time when Scotland’s budget is, of course, being cut by the UK Government.
"This financial support continues to include the provision of Road Equivalent Tariff (RET) fares for all cars, vans and foot passengers in the Western Isles, and increasingly on other routes too.
"A number of companies in the islands made clear their disappointment that the initial additional provision of RET for larger commercial vehicles in the islands has been discontinued. This has led to a series of talks with Government and concessions being sought and obtained.
"I certainly don’t want to understate the disappointment felt by a number of these companies, although it should be said that this year’s lorry fares are still less than the last pre-RET fares. In talks with the Government, we managed to obtain a number of important concessions, including the extension of the five metre rule on small commercial vehicles to six metres, an undertaking to introduce RET for cars and vans on the Sound of Harris and Sound of Barra routes by 2016, and concessions for the exporters of live shellfish. A scheme of transitional relief means that this year’s increases for lorries were capped at 10%.
"For me, the real unresolved issue, which the report highlights, is the need to find a system of charging ferry fares for large commercial vehicles that is equitable across both small and large companies, and which is consistent across the whole ferries network. I hope the Government will now consider the consistent message of a number of small companies that we should not go back to a system of bulk discount which penalises smaller operators. I have written to the Transport Minister to ask how he intends to ensure this outcome."

MSP SEEKS MEETING WITH CALMAC.
Na h-Eileanan an Iar SNP MSP Alasdair Allan has expressed concern over the multiple breakdowns experienced by Calmac vessels serving various islands across the constituency.
Alasdair Allan MSP commented: "Naturally, island life is dependent on a robust ferry service in which users can have confidence. Concerns have been expressed to me by constituents and by the business sector suggesting that confidence has been affected as a result of a spate of delays and cancellations caused by mechanical failures on certain Calmac vessels. "MV Isle of Lewis, MV Clansman and MV Hebrides have all been affected in recent weeks, not to mention similar disruptions affecting MV Finlaggan whilst in service between Uig, Lochmaddy and Tarbert. "Given the significance of this issue, I am seeking an urgent meeting with Chief Executive, Martin Dorchester to relay the concerns of my constituents and seek assurances that all is being done to rectify the problems."

NA H-EILEANAN AN IAR PARLIAMENTARIANS WELCOME SCOTTISH GOVERNMENT INTERVENTION ON CRUISE LINER CHECKS
Angus MacNeil MP and Alasdair Allan MSP have welcomed the Scottish Government’s intervention following warnings from the cruise industry of the chaos being caused by the UK Border Force’s new procedures.
The agency’s new interpretation of the rules is causing significant problems to the industry, with every cruise ship passenger now subject to a face to face interview upon arriving in anywhere in the UK. Previously cruise ship passengers and crews were cleared in advance with manifests checked via agents.
Angus MacNeil MP said:
"The cruise industry is important to tourism in our islands. These new procedures by the UK Border Agency could reduce the length of time tourists have available on-shore and this would be damaging to our local economy.
"It is almost a departmental bureaucrats dream to take things to the point of ridiculous; I hope this is not what the UK Minister envisaged when setting up these new procedures.
"What is required here is common sense and I am pleased that the Scottish Government Minister for Energy, Enterprise and Tourism, Fergus Ewing MSP has intervened in this matter.
Alasdair Allan MSP commented:
"Cruise ships play an increasingly significant role in the western isles' tourist economy. It makes no sense at all for UK ministers to create a situation where visitors could potentially face interrogation by the immigration authorities just so they can go ashore for a couple of hours to buy a black pudding or visit the Callanish Stones.
"The Scottish government has, rightly, protested to the UK authorities about these completely pointless proposals, and I have now also written to ask for a more reasonable approach."

LEWS CASTLE FUNDING ANNOUNCEMENT
Na h-Eileanan an Iar SNP parliamentarians, Alasdair Allan MSP and Angus MacNeil MP have welcomed £1.8 million funding for Lews Castle in Stornoway, announced during a visit to the Castle today by Finance Secretary John Swinney MSP.
The announcement of funding from the European Regional Development Fund (ERDF) is the last major piece of the funding jigsaw and will help fund the creation of a major new museum in and around part of the A listed building.
Alasdair Allan MSP commented:
"This is a major commitment from John Swinney towards a project with both cultural and economic significance for the Western Isles. The creation of a 1000 square metre museum space in part of the Castle site will bring a much needed facility to help conserve and interpret the islands history, as well as provide an attraction for visitors. I am pleased that there is a commitment to Gaelic having a prominent role in the museums life and work.
"The completion of this part of the funding process also provides a very significant boost for the prospects of the rest of the Castle building, which has lain empty for many years, as it will help create a stunningly attractive location, I hope, for future hotel use.
"Many people in the community have worked hard to get to this point, and today’s funding announcement is a sign of commitment to the island economy by Mr Swinney."
Angus MacNeil MP said:
"Today’s funding announcement of £1.8 million for the development of Lews Castle in Stornoway will be welcome news.
"The Lews Castle is a striking building in a stunning location, steeped in history and this final piece of funding will be welcomed. It will be a fine place to house the Lewis Chessmen.
"We are grateful to the SNP Finance Secretary, John Swinney, for this money and I congratulate all those who have been working on this project."

ALLAN WELCOMES WESTMINSTER U-TURN ON SCOTTISH EURO FUNDING
Na h-Eileanan an Iar SNP MSP, Alasdair Allan, has welcomed the UK Government’s decision not to proceed with drastic cuts to European Structural Fund money available to Scotland.
This follows pressure from the Scottish Government for UK Ministers to abandon proposals which would have seen Scotland facing overall reductions of 30% in funding for infrastructure, with a disproportionate impact on the Highlands and Islands.
Alasdair Allan commented:
"I was horrified at the UK Government’s original proposals for allocating structural funds, which had a massively disproportionate cut to the share of funds available for Scotland.
"This U-turn by the UK Government follows concerted pressure from Scotland. The debate about allocations that has gone on in recent weeks only further proves the point that European funds should not be allocated to Scotland by a middle man in the form of the UK. They should be negotiated by an independent Scotland with a voice at Europe’s top table."

ALLAN MEETS WITH HEALTH SECRETARY OVER NEW BARRA HOSPITAL
Na h-Eileanan an Iar SNP MSP, Alasdair Allan, met last week with the Health Secretary, Alex Neil, to press the case for a replacement building for St Brendan’s Hospital and Care Home in Barra.
Mr Neil confirmed that the Scottish Government has identified potential funding for the hospital part of the project and would now seek to discuss plans further with the Comhairle who have responsibility for the care home element of the site.
Alasdair Allan commented:
"Everybody now accepts that the present building at St Brendan’s is unfit for purpose. Despite the good service provided by staff the building itself needs replacement.
"I met Alex Neil, Cabinet Secretary for Health, and was encouraged at the strength of his commitment to building a new hospital. Mr Neil encouraged NHS Western Isles and the Comhairle to work together "as a matter of urgency" on the development of an initial agreement for the replacement of current facilities and confirmed that the Government has identified potential funding for the hospital part of the site.
"The release of this funding would be subject to the development and approval of a robust business case. I completely understand why the community in Barra is anxious for further progress and believe that working in partnership the NHS and the Comhairle can achieve this."

ISLAND REPRESENTATIVES WELCOME MASSIVE BROADBAND INVESTMENT
Na h-Eileanan an Iar SNP MSP, Alasdair Allan, and MP, Angus MacNeil, have warmly welcomed the announcement today that 146 million pounds is being invested
to deliver fibre broadband to 84 per cent of the Highlands and Islands Enterprise area, which includes the Western Isles.
The investment, which includes 126 million pounds from the Scottish Government will deliver a massive boost to connectivity for businesses and homes across the region and will help to secure future inward investment.
It will also see engineers laying around 400km of subsea cables over 19 crossings to remote islands in the biggest sub-sea engineering project ever undertaken by BT in the UK.
Alasdair Allan commented:
"This is a huge investment by the Scottish Government in improving the Broadband network in the Highlands and Islands. I am very conscious that the Western Isles has to have improved access to broadband if it is to grow economically. It is significant that the Scottish Government is committing funds to the Highlands and Islands before it tackles broadband elsewhere in Scotland, in recognition of the major problems which our geography has created for connectivity in the past.
"Now that a timescale has been committed to and major contractors are in place I, like many people in the islands, will be keen to see detail on how these plans will impact on the Western Isles where broadband speeds have been a major issue.
"The commitment to subsea cables where necessary is very encouraging and I have now sought a meeting with HIE to seek detail on how specific communities in the islands will benefit from this work."
Angus MacNeil added:
"This is fantastic news and will be warmly welcomed throughout the Highlands and Islands. This project to deliver Next Generation Broadband will allow people in rural and remote communities to compete at international level.
"At the moment poor broadband coverage is proving a handicap for many local businesses in the Western Isles. This new investment should hopefully eradicate all these problems, and allow the same broadband coverage in a rural island village as you get in any of the world’s big cities."

ISLAND PARLIAMENTARIANS CRITICISE REDUCTION IN STORNOWAY FLIGHTS
Na h-Eileanan an Iar SNP MSP, Alasdair Allan, and MP, Angus MacNeil, have commented on Loganair's decision to stop their morning flights between Edinburgh and Stornoway on Fridays.
The Comhairle's decision to pull the funding plug on Stornoway to Benbecula flights has had the knock on effect of leaving no plane available on Friday mornings for Stornoway to Edinburgh.
Alasdair Allan commented:
"The Comhairle's decision to stop funding Barra and Benbecula flights has now had consequences even for flights the Comhairle didn’t fund at all. Loganair now say that with the Stornoway to Benbecula flights dropping down to three days a week, they have no plane available to run the seven am flight from Edinburgh to Stornoway on a Friday, or the return from Stornoway to Edinburgh.
"I declare an interest, in as much as I use the flight that Loganair are cancelling every week in life to return from Parliament. I have to say though that I will not be alone in being unimpressed. I am unclear whether the Comhairle anticipated all this when they cut funding for Benbecula and Barra, but the consequence of their decision has been to diminish air services throughout the Western Isles as a whole."
Angus MacNeil added:
"The lack of planning, by councillors who voted needlessly for the budget cut now appears to be impacting Stornoway, with two flights a week on Monday and Friday being cut from Stornoway to Inverness and the Friday morning from Stornoway to Edinburgh also being cut.
"Due to the action taken by councillors, Stornoway links to Inverness are cut by 25% on a Monday and Friday to three flights per day, but on a Tuesday, Wednesday and Thursday the normal service of four flights will remain.
"It had been projected that Stornoway would lose four flights from the cuts but the sum effect is that Stornoway is losing seven flights and the islands altogether are losing 21 flights. This is as a result of the greatest single transport blow in 40 years that has unbelievable been administered by our own councillors with damage that seems to be increasing by the week.
"I would plead with them to think again, hopefully it is not too late for councillors who are meant to be independent to act for the good of the islands economy and back the plan put forward by SNP Councillors."

ALLAN SUPPORTS VOTES AT 16 BILL
Na h-Eileanan an Iar SNP MSP, Alasdair Allan, has given his support to the Scottish Referendum (Franchise) Bill published in the Scottish Parliament today, which will give 16 and 17 year olds the right to vote in next year’s independence referendum.
Alasdair Allan commented:
"The people who will be most affected by Scotland’s big decision next year are our young people. When I visit schools in the Western Isles it’s very clear that young people are already thinking on the debate about Scotland’s future and what that means for them.
"Given that 16 year olds have the right to marry, join the army and can pay taxes it does seem fair that they are given the right to vote.
"While the UK Government is not willing to change the voting age in normal elections agreement has been reached for votes at 16 in 2014.
"I know that this move will energise the debate already taking place among Scotland’s young people about our future, and I am confident that this legislation will pass in Parliament."

ALLAN WELCOMES INVESTMENT IN TACKLING FUEL POVERTY
Na h-Eileanan an Iar SNP MSP, Alasdair Allan, has welcomed the allocation of £831,051 of extra money to tackle fuel poverty in the Western Isles. This comes as part of a £60 million investment from the Scottish Government into making homes across Scotland warmer through the new Home Energy Efficiency Programme for Scotland (HEEPS).
Alasdair Allan commented:
"As is well known the problem of fuel poverty is more widespread in the Western Isles than anywhere else in Scotland. This week’s announcement is a serious investment in tackling one of the biggest difficulties faced by many households in the islands – staying warm in winter.
"It is particularly significant that this money is being directed towards tackling, among other things, the difficulties of living in a house with solid walls as opposed to cavity walls. There are of course a high number of such houses in the Western Isles.
"There are many reasons for the fuel poverty situation in Western Isles being so pronounced, including incomes, the local climate, and the number of older people. The funding announced by the Scottish Government is, I believe, a serious measure aimed at tackling a serious problem."

HEBRIDES MP & MSP WELCOME CARLOWAY MILL JOINT INVESTMENT WITH CHINA’S SHANDONG RUYI
Na h-Eileanan an Iar parliamentarians, Angus Brendan MacNeil MP and Alasdair Allan MSP have welcomed the news that Carloway Mill on the Isle of Lewis has announced a joint venture agreement with Shandong Ruyi Technological Group Ltd, one of the world’s largest, most innovative and progressive textile companies, whose HQ are in Jining, China.
Angus Macneil MP said:
"I know the owners of Carloway Mill have been working very hard to develop their business and bring jobs to the island.
"This is a potentially fabulous reward for their efforts and gives a great opportunity to Harris Tweed, our islands and indeed Scotland, to make a mark in the huge Chinese market.
"I congratulate all those involved and wish them continued success."

"The Chinese market represents a huge potential for Harris Tweed and it’s great that the Carloway Mill is looking to develop in this area.

The MSP and MP in the Western Isles have hailed a "sensational" contribution to the independence referendum campaign in the islands made by former Labour MSP Dennis Canavan, following well attended public meetings in Stornoway and Benbecula yesterday and today.
Angus MacNeil MP commented:
"As I expected, Dennis Canavan was electrifying and talked passionately about about his vision for an independent Scotland.
"It was heartening to see yet again that Yes Scotland has support from all walks of life and across the political spectrum. Thank also to Stan Blackley, Depute Director of Communities for Yes Scotland who attended the meetings and provided valuable information.
"This is an exciting time for Scotland, and these meetings were a good start as we go forward on our journey to independence.
Alasdair Allan MSP commented:
"Dennis Canavan is a great speaker, but just as importantly, he is living proof that you don’t need to be in the SNP to support a Yes vote in next year’s referendum. The great turnout at the two meetings and the increasing interest among people in the islands in the yes campaign show that more and more people are realising that 2014 is Scotland’s big chance. It's our opportuity to start making the decisions we need to as a country for ourselves. The meetings were a real success and bode well for an active YES campaign in the islands."

ALLAN SPEAKS AT GAELIC JOBS EVENT
Na h-Eileanan an Iar SNP MSP, Alasdair Allan, today spoke as part of a panel at an event in the Nicolson Institute to promote the employment opportunities that exist for young people with Gaelic.
Alasdair Allan commented:
"It was great to be at the Nicolson today and get a chance to meet with young people who are beginning to think about their future careers. As Minister for Gaelic I often find that my difficulty is not a shortage of Gaelic related jobs but a shortage of applicants to fill them.
"I hope that young people enjoyed today, where they had a chance to meet people in jobs as varied as the legal profession, broadcasting, politics, and crofting and that they came away with new ideas for the future. It is very encouraging to see an event like this conducted entirely in Gaelic filling the Nicolson’s assembly hall."

ALLAN WELCOMES PAIRC COMMUNITY LOTTERY MONEY

Alasdair Allan commented:
"I am pleased that the Big Lottery Fund have recognised the enormous effort which Co-Chomunn na Pairc have made to develop a range of services for the community.
"In an area where many people presently have to drive over 20 miles to buy fuel this is great news, and rewards real initiative on the part of the community."

ALLAN AND MACNEIL WELCOME ARCTIC CONVOY MEDAL VICTORY
Na h-Eileanan an Iar SNP parliamentarians, Alasdair Allan MSP and Angus MacNeil MP, have welcomed ‘long overdue’ news today that veterans of the Arctic Convoys in the Second World War are finally to receive a medal.
Alasdair Allan commented:
"This announcement follows a lengthy campaign to recognise the sacrifices made to ensure that Nazi Germany was forced to fight on two fronts.
"Many islanders were among the men who endured appalling conditions during the convoys, but until now their efforts have never really been officially recognised in this country.
"Particularly welcome is that the unusual decision appears to have been taken to allow the Arctic Star medal to be awarded posthumously. A number of families in the Western Isles will, I hope, now receive such recognition for their relatives’ enormous contribution."
Angus MacNeil added:
"I am delighted to see that the veterans who were on the Arctic convoys are finally to receive their medals. Many from my constituency took part in the Arctic Convoys, some who unfortunately lost their lives in horrendous conditions. Along with MPs from all political parties I signed my name to the Early Day Motion in 2010 calling for recognition for those that took part in the Arctic Convoys."

ALLAN URGES SCOTTISH SECRETARY TO TAKE SCOTLANDS SIDE OVER EU CUTS
Na h-Eileanan an Iar SNP MSP, Alasdair Allan, has expressed concern at what proposed European funding cuts will mean for the Highlands and Islands.
This follows news that a 6% cut in what the UK receives in funding could translate into almost 30% cuts for Scotland from EU structural funds.
Alasdair Allan commented:
"The new formula to be used for EU structural funds looks as if it will hit Scotland far harder than the rest of the UK. It isn’t acceptable that Scotland should feel these cuts so much more than the UK as a whole.
"In the Western Isles EU structural funds have of course been used for things as varied as causeways, bridges and road projects and it is therefore particularly important that the position is now made clear.
"The Scottish Government this week indicated it would be having talks with UK Ministers about this issue. This does raise questions, however, about whose side the UK Government – including the Secretary of State for Scotland – will take. UK Ministers have to decide whether or not they are interested in the case for fairness which Scotland is making.
"I have therefore written to the Scottish Secretary asking him if he will be taking Scotland’s side on this matter."

ALLAN DEFENDS FREE PERSONAL CARE
Na h-Eileanan an Iar SNP MSP, Alasdair Allan, has severely criticised remarks made by the Labour Party in Scotland opposing free personal care for the elderly.
Dr Allan said that free personal care was something particularly necessary in the Western Isles, with its large elderly population, and questioned why a series of comments from Labour figures in Scotland have indicated this is a policy they no longer support.
Alasdair Allan commented:
"Believe it or not there are some issues on which the SNP and Labour have until recent past been able to agree. Free personal care for the elderly was one of these.
"I am therefore astonished that Labour’s Deputy Leader in Scotland, Anas Sarwar, has this week opposed the "Focus on providing free personal care for the elderly", despite being elected to parliament in 2010 on exactly such a policy commitment.
"Families in the islands often face a difficult enough task as it is in planning for old age without the prospect of care being made more expensive. Mr Sarwar’s comments follow similar sentiments from Labour’s Scottish Leader Johann Lamont. They raise in my mind the question about what kind of cuts the next UK Government – whichever party it is – intend to inflict on Scotland’s budget. They certainly indicate that retaining Westminster control is a risky option for Scotland."

ERISKAY PUPILS QUESTION LOCAL MSP
Na h-Eileanan an Iar SNP MSP, Alasdair Allan, this week visited Eriskay Primary School where the pupils took the opportunity to have their own ‘surgery’, where they raised a number of important issues for the MSP to follow up.
Alasdair Allan commented:
"I really enjoyed visiting Eriskay Primary School, not least because of the school’s very obvious commitment to Gaelic, shown by the fact that my visit was held completely through Gaelic.
"Over and above the usual chance to talk about the work of the Scottish Parliament and an MSP the pupils also came up with a list of practical things they wanted me to do. This is exactly how people of all ages should, and do, make use of their MSP and I have now been able to take up a number of issues on their behalf with both the Comhairle and the Scottish Ambulance Service. I would like to thank the school for being so welcoming and will keep in touch about the issues they raised with me."

MACNEIL AND ALLAN DISAPPOINTED AT BACKWARD TRANSPORT STEP BY COMHAIRLE
Commenting on the decision taken today by Comhairle nan Eilean Siar to axe the Benbecula to Barra air link, Na h-Eileanan an Iar SNP MP Angus B MacNeil said:
"I am disappointed that Comhairle nan Eilean Siar, despite SNP councillors voting against, have decided to axe part of Scotland's transport infrastructure. The effective reduction of Stornoway to Benbecula air link and the complete axing of the Benbecula to Barra air link is a retrograde step.
"Basically the Comhairle are given money by the Scottish government to run these services but are now axing these services while pocketing the cash. It also has serious political consequences when the Comhairle can place such little importance on transport subsidies to its own outlying areas when we argue and defend our case in Edinburgh for the islands generally.
"It seems quite amazing that 6 out of 7 councillors from Uist and Barra except Donald Manford votes to cut Air Services for their communities."
"I also hope that this does not lead to a reduction in numbers using the hospital in Stornoway given the Comhairle's transport cuts."
Speaking from Benbecula, Alasdair Allan added:
"As someone who used the Barra to Benbecula flight today, it is clear to me what importance this service has in keeping the western isles connected.
"I have recognised the financial pressure under which the council finds itself, but to effectively axe this lifeline service is a significant blow to the community.
"The SNP council group did not vote for these cuts and proposed alternative budget measures. It is deeply disappointing that the Council as a whole did not take the same view."

"Peter May’s novels, set in the Western Isles, have reached an enormous audience and many readers are fascinated by the very detailed descriptions of places from Eriskay to Ness.
"It is clear that there is significant interest amongst many readers in finding out more about the islands. I have contacted Visit Scotland to ask them what more can be done to integrate information about the places mentioned in the book into promotional material about the islands as a tourist destination.
"I look forward to sharing idea with Visit Scotland and others about the best way to achieve this."

CANAVAN TO SPEAK IN BENBECULA ON INDEPENDENCE
Dennis Canavan the chairman of YES Scotland and former Labour MP will be extending his trip in March to include Uist, where he will be explaining his desire for an independent Scotland. It was announced a fortnight ago that he would be visiting Stornoway as part of his tour around Scotland.
The Uist event will be taking place on Friday 8th March from 7pm in the Theatre Room of Sgoil Lionacleit and all are welcome to attend.

ALLAN URGES PEOPLE TO CALL HOME HEAT HELPLINE
Na h-Eileanan an Iar SNP MSP, Alasdair Allan, recently met at Holyrood with representatives of the Home Heat Helpline to find out about the assistance available to islanders to meet rising energy costs.
New research reveals that around 13% of households in the Western Isles are entitled to help with these costs. The Home Heat Helpline (0800 33 66 99) is a free, impartial and confidential service that connects people and families on low incomes and those in poor health with support which is worth an average of £160. The help available includes grants for insulation, new boilers, discount and rebate schemes.
Alasdair Allan said:
"Many people don’t realise what support is available. The Western Isles have some of the highest rates of fuel poverty in the UK and anyone in the islands who is concerned about staying warm should consider calling the Home Heat Helpline to seek advice. I would also ask people to look out for neighbours, friends or relatives who may be in difficulty and make sure that they are aware of the Home Heat Helpline."
Christine McGourty from the Home Heat Helpline also advises people to think about what they can do around the home to reduce their energy consumption:
"As the weather gets cold and households turn on their heating, now is the ideal time to remind people that lots of help is available to keep warm, and that the Home Heat Helpline is there to assist them. We're urging anyone on a low income, older people, families with young children and those with long-term health conditions to call the Home Heat Helpline to claim the free help they are entitled to in reducing their bills."
There are also some other simple steps people can take in reducing their energy. For example:
turning your thermostat down by 1°C could cut your heating bills by up to 10 per cent and save you around £100 a year.
turn radiators down in rooms which you only use occasionally
switch your lights off when you're not using them
turn appliances like TVs and phone chargers off at the wall rather than leaving them on standby when they're not being used
replace normal light bulbs with energy efficient ones
regularly defrost your freezer to make sure it's operating at full efficiency
draw curtains over windows at night to provide insulation for the room
move furniture away from radiators and heaters to allow heat to circulate around the room

WELCOME STEP ON ISLAND TRANSMISSION CHARGES
Na h-Eileanan an Iar parliamentarians Alasdair Allan MSP an Angus MacNeil MP have welcomed today’s announcement that the UK and Scottish Government will shortly appoint consultants to look at the renewable energy potential of the islands.
This follows widespread concern that Scotland’s islands face higher transmission charges for renewable projects than anywhere else in the country.
The consultants will review and analyse the business case, economics and cost effectiveness to consumers across the UK of deployment of renewables on the Scottish Islands.
Western Isles MSP Alasdair Allan said:
"If renewables projects in the Western Isles are to be fully viable, then we need a more level playing field in terms of the transmission charges which they face.
"The Scottish Government has made clear its commitment to finding a solution on this by working jointly with the UK Government to reach answers that are fair. It makes no sense at all to penalise the very parts of the country where there is renewables potential, which is the situation as it stands at the moment. I welcome the fact that both governments are now working on this task together and are employing consultants to move this issue forward."
Also commenting, Angus MacNeil MP said:
"High transmission charges are a huge problem for many in our islands and this is a welcome step in trying to find a solution to the problem of transmission charges in the Western Isles."

ALLAN TAKES PART IN SGOIL AN TAOBH SIAR BURNS EVENTS
Na h-Eileanan an Iar SNP MSP, Alasdair Allan, today attended a series of events around Burns Day in Sgoil an Taobh Siar in Lewis.
Dr Allan, who is Minister with responsibility for schools and the Scots Language in the Scottish Government, was taking part in these events to celebrate Scotland’s national poet as part of a series of events taking place around the country this weekend.
Alasdair Allan recited Tam o’ Shanter during the day and gave the Address to the Haggis in the evening.
Alasdair Allan commented:
"I am conscious that this is not a part of Scotland where the Lowland Scots language has been widely spoken, but there is an increasing interest in the islands in what Burns has to say.
"It’s great that Sgoil an Taobh Siar are actively involved in today’s events around Burns and are doing a project on perhaps his most famous poem, Tam o’ Shanter, which was why I think I got an invite to give my party piece an airing!
"It was also good to see the school involving the local community in the Burns Supper, taking place in the evening, and I hope these sorts of events will become a regular occurrence in many more parts of the islands."

ALLAN WELCOMES TARBERT DISTILLERY FUNDING
Na h-Eileanan an Iar SNP MSP, Alasdair Allan, today joined Cabinet Secretary, Richard Lochhead, in Tarbert, Isle of Harris, to mark the announcement of major new funding for Harris’s planned distillery.
The funding of £1.9 million comes as part of the Food, Processing and Marketing Awards.
Speaking from Harris, Alasdair Allan commented:
"This is a major vote of confidence by the public sector in what I believe could be a major economic boost for the Isle of Harris. The £1.9 million which the Scottish Government has announced today follows recent news of major private investment in these distillery plans.
"The money which Richard Lochhead has announced is one of the largest single awards ever made from this fund and shows the strength of the business case for the distillery.
"It would be great to see Harris on Scotland’s whisky trail, with all the benefits this would bring in terms of tourism and other economic activity. I have already met with this company a number of times to discuss their proposals and intend to maintain this contact to ensure Harris gets the project it deserves."

HEBRIDES PARLIAMENTARIANS COMMENT ON OFT FUEL INVESTIGATION
Hebrides parliamentarians Angus MacNeil MP and Alasdair Allan MSP have welcomed today’s announcement that the OFT has launched a formal investigation into the distribution of road fuels in the Western Isles by GB Oils Limited.
Angus MacNeil MP said:
"I have been asking the Office of Fair Trading (OFT) to intervene on the fuel issue in our islands for a long time and this development is another milestone in the fuel saga. But we are getting there step by step.
"Whilst this investigation is at an early stage, the OFT is asking that no assumptions should be made that there has been an infringement of competition law.
"I hope this will lead to further clarity as we need to understand every step of the fuel chain, from the refinery to the car tank as it is so crucial to so many aspects of island life."
MSP Alasdair Allan said:
"Today's move by the Office of Fair Trading follows long concern about the issue of competition among the suppliers of fuel to island petrol stations.
"It would not be appropriate for me to speculate about what the OFT will now do. However, the OFT have made clear that they are now investigating whether there has potentially been an abuse of a dominant position in the market. It is in the interests of everyone in the islands that we get an answer to that."

ALLAN WRITES TO NHS OVER POSSIBLE INTER-ISLAND AIR ROUTE CUT IMPACT
Na h-Eileanan an Iar SNP MSP, Alasdair Allan, has this week written to NHS Western Isles regarding possible Comhairle proposals which would see the subsidy for the inter-island air routes cut.
Alasdair Allan commented:
"As the Comhairle’s Budget Cuts Consultation draws to a conclusion, I am aware of very significant concerns amongst my constituents in the Uists, and Barra particularly, over the implications which would arise from the subsidy being cut for the inter island air routes. This would then have implications for the future viability of the Barra/Benbecula and Benbecula/Stornoway flights which could see them being discontinued or reduced in frequency.
"It is fair to say that many of these concerns relate to the logistics of patients travelling to the Western Isles Hospital as, for many in Barra, the current journey involving two short flights may become significantly more difficult – to the point of being too arduous a trip for some individuals with poor health.
"Another problem is that even if a reduced service remains the days that flights are available may not coincide with visits from specialists to whom patients have been referred. As such, constituents throughout the Uists may be similarly affected.
"I have therefore written to NHS Western Isles to ask if they have liaised with the Comhairle on this issue and if consideration has been given to what measures might be put in place to ensure that those in Uist and Barra, have on-going suitable access to medical services in this eventuality."

ALLAN ENCOURAGES ISLANDERS TO VOLUNTEER AT COMMONWEALTH GAMES
Na h-Eileanan an Iar SNP MSP, Alasdair Allan, has today encouraged people in the islands to become volunteers at next year’s Commonwealth Games in Glasgow.
This follows funding announced this week by the Big Lottery Fund and Scottish Government of £500,000 which will be provided to help volunteers who would otherwise not normally be able to attend the Commonwealth Games for a range of reasons, including distance.
Alasdair Allan commented:
"The Commonwealth Games provide an amazing opportunity, not just for Scotland’s athletes, but also for all of those who want to play a part in the event as volunteers. The search is now on for up to 15,000 people who will assist with tasks as varied as welcoming athletes at the airport or directing the public at the games venues.
"Of course getting to Glasgow from the Western Isles comes at a cost and so the money announced this week is available to help cover travel as well as other costs, such as childcare or support for disabled people.

ALLAN WELCOMES RETURN OF ISLAND MOTORCYCLE TESTING
Na h-Eileanan an Iar SNP MSP, Alasdair Allan, has today welcomed a decision by the Driving Standards Agency to reinstate motorcycle testing in Lewis from the 13th February 2013.
This follows correspondence by both Dr Allan and MP, Angus MacNeil, to the Driving Standards Agency on behalf of a number of people in the islands concerned about having to travel to the mainland to sit tests.
Alasdair Allan commented:
"Clearly it does not make sense to ask people sitting their motorcycle tests to travel at their own expense to the mainland and back, something which would usually involve an overnight stay.
"When motorcycle testing facilities were removed from the islands I contacted the Driving Standards Agency to make this point on behalf of a number of people who had expressed concerns to me locally.
"In July I received confirmation in principal that tests would be resumed at Stornoway Airport and yesterday was pleased when the Driving Standards Agency wrote to me to confirm that tests would begin from the 13th February 2013."

ALLAN AND MACNEIL COMMENT ON SCOTTISH SALMON WORKFORCE REDUCTION
Na h-Eileanan an Iar SNP MSP, Alasdair Allan, and MP, Angus MacNeil, have today responded to the announcement by the Scottish Salmon Company that they intend to reduce the size of their workforce at their fish processing facilities in the Isle of Lewis during the course of this year.
Mr MacNeil and Dr Allan said that this would obviously be a cause of concern to many of the families who depend on the company and that it was now important that public agencies and the company work together to ensure that as many of these jobs as possible could be reinstated over time.
Alasdair Allan commented:
"Clearly this news has an impact on the lives of many people in the islands and comes in the midst of what are already economically difficult times. I will be speaking today to Stuart McLelland, CEO of the Scottish Salmon Company, and will also be in touch with Enterprise Minister, Fergus Ewing about this subject.
"The company has indicated that it intends this reduction in the workforce to be temporary and it is now obviously in everyone’s interest that we all work together to make sure that the company is in a position to start taking people on again as soon as possible.
"I have a meeting with Mr McLelland arranged shortly where I will be raising these issues and am more than willing to meet with any individual who is concerned about their circumstances."
Angus MacNeil commented:
"It is obviously concerning that the Scottish Salmon Company have begun a consultation process on job losses. I understand that the current difficulties are due to the lack of available volumes this year and the Amoebic Gill Disease, which affected many in the Salmon farming industry.
"It is however pleasing that there is a long term commitment to continue production and processing in the Western Isles.
"Again, we realise how important the salmon farming sector is in these islands.
"We should all be aware that the best quality salmon in the world probably comes from the Hebrides and the Scottish Salmon Company is at the forefront of this and also in providing much needed employment in our islands."
